RAY’s monopoly demands responsibility
The Finnish government has granted RAY a monopoly for slot machine and casino gaming operations. The gaming operations must be in accordance with all the best responsibility principles, and the desire to play must not be used for private profit.
The funds gathered through gaming are directed at Finnish welfare services such as funding for health and social welfare organisations and for war veterans through the State Treasury. RAY prepares the distribution proposal and supervises the use of the funds.
RAY’s operations are regulated through legislation and various licences. The Ministry of the Interior and the Ministry of Social Affairs and Health supervise the operations. RAY is a public corporation, for which the legislation on associations does not apply.
The general meeting, represented by RAY's executive committee, is the highest decision-making body. The Board of Administration, composed of the Managing Director and the Directors appointed by the executive committee, is responsible for preparing the issues presented to the executive committee and for executing the decisions.
